This needs changing.. currently an ordinairy one star item can have the same rolls as an ordinairy 3 star item.

currently it only benefits you whenever you loot a legendary item...
one star items should have base 1% (epic/legendary gives you extra rolls with a cap of 1%)
two star items should have base 2% (epic/legendary gives you extra rolls with a cap of 3%)
three star items should have base 3% (epic/legendary gives you extra rolls with a cap of 5%)

I know certain things cant get 5% and some things can go way over 5% but it should work the same way on every secondairy stats.
Base one/two/three star items should always be better than its previous tier.

It's a combination of both now, but at the beginning it was like you just proposed.
People was using ordinary 3 stars with max MR for example, and that kinda broke the order of items so they just changed it.
I think it's better now, harder to get max stats on stuff.
